Based on Jairo's concern below, I used the old odoo-community.org repository to convert Bylaws and CLAs into rst.As I stated in the README, anyone can propose changes but they will be subject to OCA Delegates vote to become effective.

Remember that the Linux kernel could not switch to GPL-3 because it would be unfeasible to track all individual contributors to ask their permission (for instance, because they are no longer amongst us).
This would only be the case for AGPL3 modules, but not for AGPL3+ ones (which are most in OCA).
Choosing a license for your module is a placebo if it can be changed at will. I'm not saying I don't trust the OCA, but at least, the relicensing process should be clearly stated in the bylaws, and the module authors should have veto rights IMHO.
