OK, this explains the restrictive config and write access. It is clearly a good idea to get the intrastat project out of "Accounting Maintainers", as the project is not directly related to accounting.

Hi Alexis,This project is currently part of Accounting Maintainers.I personally agree to make it standalone and declaring you as PSC representative (ie with admin access) and Luc as member (ie with write access).
