Hello Yoshi,
Normally a simple demand on this mailing list should be enough.
Maybe you could support your demand by explaining what are the module you want to push there, if you have a public repository yet, you can link it here.
Your github account would also help if you are willing to supervize this project so you will be added.
Otherwise, only few people can create new repositories on OCA, but I'm sure one will do it as soon as possible.
