We need the PSCs/projects to be mindful about this, and have specific a Tag to put on these Issues.

Github already does that by default (not a tag, but yes a "badge" on the comment), so better no more labels.

OTOH, adding OCA to the list would be great! Although I'm not sure if https://odoo-community.org/page/Contribute would be better (and a link to help-needed issues there).
