case, this kind of plan would be discussed in advanced and debated
publicly.
Said so, any contributor is free to propose AGPL or LGPL (or even any license compatible with current core LGPL3) for their modules.

I think this won't - and shouldn't - happen.
AFAICR from the license discussions, the OCA recommends the AGPL
license, rather than LGPL.
Also, the original authors license choice is expected to be
respected.
Regarding the modules I created for the OCA, my personal
position as author is that the should remain AGPL:
Having other people to create and sell commercial versions of
them without asking me is something I wouldn't like to happen.
