To me business requirements management should be held in a separate repo. My reasons:

Business analysis "per se" has an internal coherence (without needing to be connected to Project). Even it's own Body of Knwoledge (https://fr.wikipedia.org/wiki/A_Guide_to_the_Business_Analysis_Body_of_Knowledge)

The work done by Elico is significant, and I feel that mixing with Project will make the project-service repo more difficult to maintain as a whole.
