I wouldn't change file layout: just add the file in the root instead of putting all of them on .github repo. About the automatic CC, it can be put the PSC for each repo.

Yes I can work on it this week-end.

1/ change this template module ; (changing readme file and adding .github folder with template file)
2/ once the template is ok, we can apply the changes to all the repositories;

Anything else ?

I see that it's possible to set automatic CC people with @ syntax on each PR. Do you think it could be interested for OCA repo ?
