Move DAV project to OCA

Dear OCA,

we start the project for webdav/carddav (maybe caldav) some ages ago.
Now we get more contribution.

So i request to move the project to the OCA umbrella. I know that the
basic modul of webdav was a port from core with poor code quality and
not fast to fix.

What do you think?
