Thanks for your email.
The modules developments are pretty advanced and hosted in the Project repo:
* models and have been discussed here: https://github.com/OCA/project/pull/127
* developments have been pushed here
+business_requirement: base module (https://github.com/OCA/project/pull/127)
+business_requirement_deliverable: to define deliverables and resources (https://github.com/OCA/project/pull/138)
+business_requirement_crm: allows link an opportunity to a project and create/update a quotation based on  (https://github.com/OCA/project/pull/143)
+business_requirement_poroject: adds a wizard to the project in order to create the tasks and/or sub-projects based on the resources in deliverables (https://github.com/OCA/project/pull/144)
* we are welcoming reviews (technical review is almost OK) and functional testing
* we are currently in internal functional testing phase now for which you can contribute. You cannot test in runbot unfortunately.
* There is a roadmap here for additional : http://pad.odoo.com/p/oca-project-br

In summary, all basic models are ready and we can now build the house on it.
If we get positive feedback we might merge them quickly now and work on the roadmap definition/validation and developments.
