It will be if the module or the changes are already in the branch when creating the 16.0 branch, but my statement was for the missing commits (a module not present when the branch was created or new features introduce after that). Moreover, cloning 16.0 with --single-branch with the current approach will be tons lighter than with the one you want to put.
