You can't do the operation from the migrations scripts of the module with the new name itself, as they are not going to be ever triggered.

You need to add the rename in the file https://github.com/OCA/OpenUpgrade/blob/13.0/odoo/addons/openupgrade_records/lib/apriori.py (or https://github.com/OCA/OpenUpgrade/blob/14.0/openupgrade_scripts/apriori.py for v14) for taking effect.
