Hello Yann,
Indeed oca_dependencies.txt is not used anymore by the OCA CI.
This file was used by https://github.com/OCA/maintainer-quality-tools.
It is most likely not maintained at all in recent (>=14.0) branches OCA repos, so I think we should now remove mentions of it from our documentation.
