I would say that migrating a module, although it only implies changing the version number as nothing more is required, already means to be in contributors list, as you have followed the procedure to migrate commit history, and so on. The same for doing bugfixes. To be on author list, your contribution have to be significant enough:
- Migration requires to redo a lot in the module.
- You add a feature in it that means a high amount of code/testing/etc (for example, adding a full test suite for an untested module - if that module requires testing - should mean a co-authorship).
Anyway, that can be decided case by case on the PR that adds the changes.
