Graeme, good point, and Odoo is working on that in https://github.com/odoo/odoo/pull/30759, but the counter-argument is that there are isolated systems that needs to be self-contained, and removing translations from the source code will make this installations not feature complete. I took note of this for talking with Martin Trigaux on next Odoo XP. If you are there, we come join for the discussion.
